Rep. Wheeler introduced HB5864, known as the Blue-Collar Jobs Act, which would give tax incentives to construction projects in Illinois. Wheeler was instrumental in uniting representatives from the business community, manufacturing, and organized labor to support the initiative.
Since his time in the Illinois legislature, Wheeler has been a leading voice for bringing economic development to the state. The Blue-Collar Jobs Act would would give tax credits to companies based on the labor used in qualified construction projects to build, renovate or expand a facility.
The tax credit program is an extension of the existing EDGE, High Impact, River Edge and Opportunity Zone programs.
