For my entire tenure as a state representative in Springfield, the House has never adopted a revenue estimate as part of the budgeting process in spite of the fact that is required by state law.
The Illinois State Constitution states the following in Article 8, Section 2, Subsection B:
The General Assembly by law shall make
appropriations for all expenditures of public funds by the
State. Appropriations for a fiscal year shall not exceed
funds estimated by the General Assembly to be available
during that year.
It’s early in the session calendar, but it’s never too early to remind House Democrats that we need to follow the process for the first time in almost 4 years.
